I-77 Mobility Partners LLC is financing, developing, designing, constructing, operating and maintaining the 26-mile I-77 Express project as part of a public-private partnership with the North Carolina Department of Transportation. The tolled express lanes run adjacent to the general-purpose lanes on I-77 between uptown Charlotte and Mooresville. I-77 Mobility Partners is responsible for operations and maintenance of all lanes, both express and general purpose, and right of way within the designated project corridor limits.

Job Description:

As a technical project manager (TPM) you will be responsible for planning, executing, and overseeing technology-driven projects to ensure they are completed on time, within budget, and aligned with business goals. Additionally, you will serve as a liaison between technical teams and stakeholders, defining project deliverables and roles, manage budgets and resources, mitigate risks, and report on progress. This role requires a blend of technical knowledge and project management skills to successfully deliver complex projects from initiation to closure.

Key Responsibilities:

  • Deeply understand the tolling system, identify technical root causes, translate findings into clear actionable items, and define the specific steps required to drive timely and effective resolution.

  • Lead, plan, and oversee multifaceted Tolling projects that integrate both hardware and software, ensuring alignment with organizational goals and deadlines.

  • Engage deeply with technical teams across development and operations, contributing to detailed discussions to assess risks and monitor overall project health.

  • Bridge technical and business teams, translating complex details into actionable plans for all parties involved.

  • Take full ownership of preventive and corrective maintenance plan by continuously ensuring technical coverage, ensuring adherence to manufacturer’s requirements, and driving the timely execution of all preventive and corrective maintenance activities.

Stakeholder Collaboration

  • Work closely with different vendors to uphold standards in processes, architecture, technology stack, and quality assurance across cybersecurity, data management, cloud services, technology, and DevOps.

  • Serve as the liaison with concession Operations Team incorporating feedback during the development and ensuring solutions meet operational needs during the deployment and operation.

  • Oversee and interface with insource and outsource vendors responsible for the full software development lifecycle, including ongoing operational support.

Required Qualifications

  • Bachelor of Science degree in IT, Computer Science, Mechanical Engineering, Telecommunications Engineering, or relevant Business Degree. Postgraduate education desired

  • Extensive experience managing large-scale technology projects in the transportation and ITS industry or similar technical environments.

  • Knowledge in Central systems and Roadside components employed in the ITS, Tolling and transportation industry.

  • Deep technical knowledge spanning cloud infrastructure (Azure preferred), DevOps practices, software/hardware architecture, IoT, and sensing technologies.

  • Demonstrated ability to lead cross-functional teams and foster effective collaboration among multiple stakeholders.

  • Exceptional communication, problem-solving, and risk management skills.

  • Experience working in regulated environments where compliance with SOX and RAMP is required is welcomed but not necessary.
