The IDIQ Program Manager is responsible for the management, performance, and growth of assigned Indefinite Delivery/Indefinite Quantity contracts and associated task orders. This position oversees contract execution, customer relationships, staffing, financial performance, subcontractor coordination, compliance, and program reporting.
The Program Manager works across delivery, contracts, finance, recruiting, business development, and technical teams to ensure task orders are properly planned, staffed, and executed. This role requires a strong understanding of federal contracting and the ability to manage multiple task orders with different customers, requirements, budgets, and schedules.
Job Responsibilities
- Provide overall management and oversight of assigned IDIQ contracts and task orders.
- Serve as the primary program contact for government customers, contracting officials, program stakeholders, and teaming partners.
- Manage task order scope, staffing, schedules, budgets, deliverables, risks, dependencies, and performance requirements.
- Review statements of work, requests for proposals, task order requirements, and contract modifications to determine delivery needs and potential risks.
- Coordinate task order responses with business development, capture, pricing, contracts, recruiting, and technical leadership.
- Develop and maintain program plans, staffing plans, transition plans, risk registers, quality controls, and reporting procedures.
- Monitor funding, revenue, labor utilization, burn rates, subcontractor costs, invoicing, and overall program profitability.
- Lead program reviews and report on performance, staffing, financial status, risks, corrective actions, and upcoming requirements.
- Oversee subcontractor performance, workshare commitments, deliverables, invoicing coordination, and compliance with teaming agreements.
- Identify opportunities to improve contract performance, expand customer support, and pursue additional task orders under assigned vehicles.
Job Qualifications
- Bachelor’s degree in business, management, finance, information technology, engineering, or a related field.
- Eight or more years of experience managing federal contracts, programs, projects, or task orders.
- Direct experience managing IDIQ, MDA SHIELD, DARPA MANNUS, Navy SEAPORT NXG, or other multiple-award contract vehicles.
- Experience overseeing multiple concurrent task orders with separate budgets, schedules, staffing needs, and deliverables.
- Working knowledge of federal acquisition practices, contract types, funding structures, and task order processes.
- Experience managing program financials, including revenue, margin, forecasting, labor utilization, funding, and subcontractor costs.
- Demonstrated ability to work with contracting officers, contracting officer representatives, customer leadership, and technical stakeholders.
- Experience coordinating proposal, pricing, staffing, transition, and delivery activities for task order opportunities.
- Strong written and verbal communication skills, including experience preparing program reports, executive briefings, and customer deliverables.
- U.S. citizenship and the ability to obtain and maintain the clearance or background investigation required by the contract.
- Project Management Professional certification or a comparable program management credential.
- Experience managing federal cybersecurity, information technology, engineering, or professional services programs.
- Experience with MDA SHIELD, DARPA MANNUS, Navy SEAPORT NXG, etc, or agency-specific IDIQ vehicles.
- Experience supporting program transitions, contract recompetes, option-year planning, and contract closeout.
- Familiarity with CMMI, ISO quality standards, Earned Value Management, or similar program governance frameworks.
- Active federal security clearance or current Public Trust eligibility.
