Location: Hybrid (Tentative). Work may be performed remotely, with potential onsite work in Washington, DC, pending final client confirmation.


Position Description:

The ICAM Technical Lead/Solution Architect is responsible for the overall technical design, integration, and implementation of the ICAM solution. This position leads the technical team in architecture development, requirements analysis, technical decision-making, and alignment of all system components with federal and DHS security policies, standards, and best practices. The Technical Lead ensures comprehensive coverage of authentication, authorization, PKI/PIV integration, identity federation, and secure modernization of legacy systems, driving the adoption of Zero Trust and modern identity frameworks.

 

Must-Have Requirements:

  • Bachelor’s degree in Computer Science, Engineering, or a related discipline.
  • 8+ years of experience in IT architecture for identity and access management solutions within federal environments.
  • Hands-on expertise in ICAM, PIV/PKI, SSO, identity federation, and legacy/mainframe integration.
  • Familiarity with DHS ICAM Reference Architecture, FICAM Roadmap, and NIST standards.
  • Advanced IT/cybersecurity certification (e.g., CISSP, CISM).
  • Public Trust or higher eligibility.

 

Value-Added Experience:

  • Direct ICAM solution delivery for DHS, IRS, or other large civilian agencies.
  • Experience supporting public-facing identity (e.g., Login.gov, IDPaaS).
  • Leadership in Zero Trust or advanced federation rollouts.
