The Opportunity:
CACI is seeking Cybersecurity & ATO Specialists to support a large-scale federal HCM modernization program. This initiative operates in a FedRAMP-authorized Oracle Cloud environment and requires rigorous security compliance for federal civilian workforce data. You will lead security authorization activities, implement security controls, and ensure continuous compliance with federal cybersecurity requirements. This role combines hands-on security engineering with RMF/ATO documentation and compliance expertise. We are building a Security team that will protect sensitive federal HR data while enabling mission delivery through secure cloud operations.
Responsibilities:
• Lead Authority to Operate (ATO) package development and maintenance using RMF framework
• Implement and validate security controls aligned with NIST 800-53 and FedRAMP requirements
• Conduct security assessments and support third-party security audits
• Develop and maintain System Security Plans (SSP), security policies, and procedures
• Configure and monitor security tools including SIEM, vulnerability scanners, and endpoint protection
• Perform vulnerability assessments and coordinate remediation activities
• Support incident response activities and security investigations
• Implement data protection controls including encryption, masking, and access controls
• Review and validate Oracle Cloud security configurations against federal requirements
• Develop POA&Ms and track remediation of security findings
• Provide security guidance to development and operations teams
Qualifications:
Required:
• Bachelor's degree in Cybersecurity, IT, or related field + 5 years experience (additional experience may substitute)
• 4+ years experience with federal cybersecurity frameworks (RMF, FedRAMP, FISMA)
• Hands-on experience developing ATO packages and security documentation
• Knowledge of NIST 800-53 security controls and assessment procedures
• Experience with security tools (SIEM, vulnerability scanners, endpoint protection)
• CISSP, CISM, or equivalent security certification
• Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)
Desired:
• 8+ years federal cybersecurity experience (for Lead positions)
• FedRAMP assessment or authorization experience
• Cloud security experience (OCI, AWS, Azure)
• Oracle Cloud security configuration experience
• CAP, CISA, or additional security certifications
• Experience with continuous monitoring and ConMon reporting
• Familiarity with federal HR data protection requirements
• Active Secret clearance or higher

The proposed salary range for this position is:
