The Opportunity: 

CACI is seeking an HCM Change Management and Training Specialist to lead organizational change management and user adoption efforts for the Federal HRIT Modernization program. Deploying Oracle Fusion Cloud HCM across numerous federal agencies serving federal civilian employees is not just a technology challenge — it is a people challenge. Every agency has its own culture, its own HR workflows, and its own stakeholders who must understand, accept, and ultimately champion the new system. You will apply structured change management methodologies such as Prosci ADKAR to develop and execute agency-specific change strategies, stakeholder engagement plans, communications campaigns, training programs, and readiness assessments. From initial awareness through full adoption and sustainment, you will be the driving force that ensures this modernization is not just implemented but truly embraced. This role is perfect for change management professionals who want to work at unprecedented federal scale and make a visible impact on how government employees experience HR technology. This position is at the P5 (principal) level, suited for a recognized authority in the discipline who provides thought leadership, establishes standards, and advises senior leadership on matters of programmatic importance. 

Responsibilities: 

  • Develop and execute comprehensive organizational change management (OCM) strategies for each agency transition wave, applying Prosci ADKAR or equivalent structured methodologies to drive awareness, desire, knowledge, ability, and reinforcement across all stakeholder groups 
  • Conduct stakeholder analysis and engagement planning for each agency transition, identifying key influencers, sponsors, change champions, and resistance points across agency HR offices, CIO organizations, employee unions, and end-user communities 
  • Design and deliver multi-channel communications campaigns including executive briefings, town halls, newsletters, intranet content, and FAQs that keep agency stakeholders informed and engaged throughout the transition lifecycle 
  • Develop role-based training curricula and materials for Oracle Fusion Cloud HCM, covering HR practitioners, managers, employees, and system administrators using a blend of instructor-led, virtual, self-paced e-learning, and job aid delivery methods 
  • Conduct organizational readiness assessments at key milestones to gauge agency preparedness for go-live, identifying gaps and recommending targeted interventions to mitigate adoption risks 
  • Design and track user adoption metrics including system utilization rates, help desk ticket volumes, training completion rates, and user satisfaction scores to measure change effectiveness and guide sustainment activities 
  • Coordinate with functional consultants and subject matter experts to ensure training content accurately reflects Oracle Fusion Cloud HCM configurations, agency-specific workflows, and federal HR policy requirements 
  • Support the transition from legacy HR systems by developing side-by-side comparison guides, process change impact assessments, and new-vs-old workflow documentation that helps users bridge from familiar processes to Oracle Fusion Cloud HCM 
  • Plan and facilitate change champion networks within each agency, training and supporting designated change agents who serve as peer advocates and first-line support during and after go-live 
  • Provide sustainment change management support after agency go-live, including reinforcement communications, refresher training, and lessons-learned capture to continuously improve the transition playbook 
  • Participate in SAFe Agile ceremonies as part of the OCM team, aligning change management activities with Program Increment timelines and coordinating with project managers on agency transition schedules 
  • Provide thought leadership and strategic direction within the professional discipline, establishing standards and best practices that influence program-wide approaches, and advising senior leadership on matters of significant programmatic importance 
  • Lead teams of professional staff, drive innovation in methodologies and approaches, shape cross-functional strategies, and develop talent within the discipline to ensure sustained program capability and knowledge continuity 

Qualifications: 

Required: 

  • Applicable combination of education and experience:
    • P3 - Bachelor's degree in Organizational Development, Communications, Human Resources, Business Administration, or a related field. 4+ years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT implementations and 3+ years of hands-on experience applying structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system deployment contexts 
    • P4 - Bachelor's degree in Organizational Development, Communications, Human Resources, Business Administration, or a related field. 6+ years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT implementations and 5+ years of hands-on experience applying structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system deployment contexts 
    • P5 - Bachelor's degree in Organizational Development, Communications, Human Resources, Business Administration, or a related field. 9+ years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT implementations and 8+ years of hands-on experience applying structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system deployment contexts 
  • Experience developing and delivering role-based training programs for enterprise software platforms, including instructor-led, virtual, and e-learning formats 
  • Demonstrated ability to develop and execute multi-channel communications strategies for large, diverse stakeholder audiences including executives, HR practitioners, and end users 
  • Strong facilitation skills with experience conducting readiness assessments, stakeholder workshops, and change impact analyses 
  • Experience supporting federal government IT modernization or transformation programs with complex stakeholder landscapes 
  • Excellent written and verbal communication skills with the ability to create compelling content for executive, technical, and end-user audiences 
  • Must be able to obtain and maintain a Public Trust clearance (US Citizenship required) 
  • Additional experience may substitute for degree 

Desired: 

  • 6+ years of organizational change management experience in federal government or large-scale enterprise HR transformation programs 
  • Prosci Certified Change Practitioner certification 
  • Experience supporting Oracle Fusion Cloud HCM, PeopleSoft HCM, or comparable enterprise HR platform deployments in an OCM capacity 
  • Familiarity with federal HR processes, federal HR regulations, and the unique change dynamics of multi-agency federal technology deployments 
  • Experience with learning management systems (LMS) and e-learning authoring tools such as Articulate, Captivate, or Oracle Learning Cloud 
  • Knowledge of Section 508 accessibility requirements for training materials and communications content 
  • SAFe Agilist (SA) or ICAgile Certified Professional in Agile Coaching (ICP-ACC) certification 
  • Understanding of Oracle Cloud platform architecture including Oracle Fusion Cloud HCM, Oracle Integration Cloud (OIC), and Oracle Cloud Infrastructure (OCI)

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$68,400-$143,700
