About the role

Concept Plus is seeking a highly capable, self-driven Functional Analyst/Tester to support a critical software modernization initiative for our client. This position plays a key role in analyzing mission-focused requirements, streamlining processes, and enhancing decision-making for operations.


As the strategic link between operational objectives and technology solutions, the Functional Analyst/Tester will translate complex business needs into actionable insights and support the successful execution of priorities—all while ensuring alignment with client compliance standards.


This role operates within a collaborative Agile and DevSecOps framework to ensure secure, timely, and iterative delivery of capabilities. The ideal candidate thrives in a fast-paced, evolving environment and brings a deep understanding of both business processes and technological integration.


What you'll do

You will be working with a skilled team in an agile environment to support an application modernization effort where you will be expected to:

  • Collaborate with stakeholders to define and document business requirements, ensuring alignment with client policies and objectives.
  • Conduct data analysis and risk assessments to support defense strategies and operational efficiency.
  • Develop detailed documentation, including process flows, business case studies, and compliance reports.
  • Facilitate meetings and workshops to drive mission-focused solutions and capability enhancements.
  • Work closely with technical teams to implement secure system improvements that meet client cybersecurity standards.
  • Monitor and evaluate project progress, providing actionable reports to leadership and government officials.
  • Communicate with team, customers, and stakeholders in a clear, concise, timely, and professional manner.
  • Support documentation needs such as SLA’s, Software Design documents, SOP’s, etc.
  • Analyze, document and translate requirements into Jira tickets · Work with stakeholders to develop user stories.
  • Support the development and execution of testing strategies for new application releases and enhancements.
  • Support testing for the validation of data processing and secure data transfer between systems.


Qualifications

  • US Citizenship
  • Bachelor’s degree in Information Science, Engineering, Computer Science, Technology Management, or a degree in a closely related field; An advanced degree may substitute for two years of required experience.
  • 8+ years of experience in business analysis, preferably within a DoD or government contracting environment.
  • Strong analytical, problem-solving, and communication skills.
  • Experience with Federal Financial Management Improvement Act (FFMIA), Federal Information Security Management Act (FISMA) and/or Standard Financial Information Structure (SFIS) to support in Financial Improvement and Audit Remediation (FIAR) work.
  • Familiarity with Agile and Scrum methodologies in federal or defense settings.
  • Experience with Jira and creating detailed tickets for developers.
  • Excellent verbal and written communication skills.
  • DOD/Government IT systems experience preferred
