The Opportunity:
CACI is seeking Federal HR Policy & Compliance Advisors to provide subject matter expertise on a transformational federal HCM modernization program. This initiative is modernizing HR service delivery for a large federal civilian workforce through Oracle Fusion Cloud HCM implementation. You will serve as the authoritative voice on federal HR policy, ensuring system configurations comply with Title 5, OPM regulations, and agency-specific requirements. This role bridges the gap between federal HR policy and technology implementation, translating complex regulatory requirements into actionable system specifications. We are seeking experts in federal benefits (FEHB, FERS, CSRS), compensation/classification, and workforce policy. Your expertise will directly shape how federal employees experience HR services.
Responsibilities:
• Provide authoritative interpretation of Title 5, GPPA, OPM regulations, and agency-specific HR policies
• Advise functional and technical teams on federal HR compliance requirements for system configuration
• Review and validate system designs against federal regulatory requirements
• Develop policy crosswalks mapping regulatory requirements to Oracle Fusion HCM capabilities
• Support federal benefits compliance including FEHB enrollment rules, FERS/CSRS retirement calculations, TSP, and FEGLI
• Advise on compensation and classification requirements including GS/SES pay administration and position classification
• Participate in agency engagement activities, addressing policy questions and concerns
• Review test scenarios and acceptance criteria for regulatory compliance
• Develop policy guidance documents and training materials for end users
• Monitor regulatory changes and assess impact on system configurations
• Support ATO and compliance documentation with policy expertise
Qualifications:
Required:
• Bachelor's degree + 10 years of federal HR policy experience (additional experience may substitute for degree)
• Deep expertise in federal HR regulations including Title 5, CFR, and OPM guidance
• Direct experience with at least two: federal benefits administration, compensation/classification, or workforce policy
• Experience advising on HR system implementations or modernization efforts
• Strong written and verbal communication skills with ability to translate policy into technical requirements
• Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)
Desired:
• 15+ years federal HR policy experience (for Lead/Director positions)
• Prior OPM, agency HR policy office, or shared service center experience
• Direct experience with FEHB, FERS/CSRS retirement, TSP administration
• Position classification and job evaluation expertise
• Experience with federal payroll providers (NFC, DFAS, GSA)
• Familiarity with Oracle Fusion HCM or similar enterprise HR systems
• SPHR, SHRM-SCP, or federal HR certification
• Active Secret clearance or higher

The proposed salary range for this position is:
