Job Description

ProSidian Seeks a Energy and Sector Reform Expert to support an engagement for an independent agency of the United States Federal Govt. that is primarily responsible for administering civilian foreign aid and development assistance. 

The ProSidian Engagement Team Members work to to facilitate future investments in the energy sector for Bosnia and Herzegovina (BiH); increase BiH's energy security; maintain the robustness of BiH's position as an electricity exporter and; help prevent corruption in the sector. The proposed activity is envisioned to assist the BiH energy sector to support the creation of an investor-friendly legislative and regulatory framework in accordance with Energy Community (EnC) Treaty obligations (and thus European Union (EU) Energy Directives) and to continue the integration of its energy sector into the regional and EU energy markets. Key work stream coverage for the ProSidian Engagement Team include Natural Gas Technical Assistance, Electricity Technical Assistance, Cross-cutting Assistance on EU Accession Requirements in the BiH Energy Sector, and Cross-cutting Assistance and Activities in Public Outreach.

Energy and Sector Reform Expert Candidates shall work to support requirements for Program Support and primary role is to assist in provide technical support to USAID's effort to help BiH develop and improve programs, policies, and laws that facilitate development of reliable and affordable electricity infrastructure.


• Collaborate and work with contractors, federal personnel, stakeholders, and other federal and government agencies.

• Conduct policy research, apply policy guidance to program planning, and prepare technical papers, presentations and briefing materials for senior BiH management covering internal departmental issues as well as other federal agency policy initiatives.

• Provide both classified and unclassified support in a number of critical areas as part of USAID's mission to enhance energy infrastructure security and reliability.

• Provide analytical expertise, conduct policy research and provide technical and financial management support to prepare drafts of critical policy statements covering such areas as: Executive Orders, Presidential Directives, Federal Regulations, draft management and implementation plans, milestone development plans, recommendations and critiques on methodologies, and relevant technologies in support of USAID's mission objectives.

• Provide policy analysis on relevant energy sector topics like energy security, resiliency and survivability of critical energy assets and energy infrastructure during or after an energy event.

• Manage discrete policy research projects and tasks through completion according to established budgets and level of effort, schedule, and deliverable specifications.

• Plan, execute, monitor, and complete work in accordance with the quality standards and requirements specified for all projects and tasks.

• Write, prepare formal presentations, and provide program-level communications.

Qualifications

The Energy and Sector Reform Expert shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

A Master’s degree with ten years of energy policy experience. The Energy and Sector Reform Expert must have knowledge of energy policies, federal agency initiatives and exercises. Government consulting experience and international consulting experience  is preferred. The Energy and Sector Reform  should have experience working with multi- disciplinary highly technical and analytical personnel as well as subject matter experts and specialized work experience in energy delivery, engineering, analytics, or electrical systems and infrastructure.

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at the OCONUS - Bosnia and Herzegovina

U.S.  Citizenship Required

Excellent oral and written communication skills

Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)

All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.
