From site selection to data center construction and operations, Stream develops wholesale colocation capacity and build-to-suit facilities for hyperscale and enterprise users in major markets across the United States. Additionally, Stream sources and develops low-risk land sites for optimum data center development and provides energy procurement services with a focus on reducing market risk and providing low-cost renewable energy options. 

Headwaters Site Development (“Headwaters”), is an emerging and rapidly growing data center site development company. Launched in partnership with Stream, a longstanding and highly successful organization run by data center experts, Headwaters’ mission is to find the best data center sites with the strongest fundamentals and take the time and effort necessary to bring them to maturity - reducing lead time and risk so that the sites are ready for construction by the end user. We are creating a “land bank” of high-quality sites for the data center industry.

POSITION OVERVIEW

Stream Data Centers and Headwaters Development are seeking a Community Relations & Engagement Manager to support the company’s ambitious growth objectives and uphold our commitment to responsible development. This role is critical to protecting and enhancing our reputation as we develop new data center projects across the country, ensuring we act as trusted, transparent partners to the communities where we operate.

The Community Relations & Engagement Manager will support the Stream and Headwater’s Development teams in evaluating and engaging communities throughout the project lifecycle—conducting market research, assessing community-related risks, advising on engagement strategies, and managing execution of community-facing initiatives in development markets. They will work closely with Project Development Managers and cross-functional partners to build authentic stakeholder relationships, address concerns proactively, and deliver community benefit aligned with local priorities. The ideal candidate is a strong communicator and relationship builder who can operate independently, collaborate across teams, and uphold the Company’s commitment to transparency, environmental stewardship, and positive community impact. RESPONSIBILITIES

Strategic Support & Advisory

  • Conduct market research and assess community-related risks to inform early site evaluation and planning.
  • Support Project Development Managers in developing project-specific community engagement strategies aligned with market needs and business objectives.

Program & Project Management

  • Translate engagement strategies into structured project plans with clear timelines, deliverables, milestones, and KPIs.
  • Lead cross-functional coordination and execution of community engagement initiatives.
  • Track and report on engagement activities, commitments, and outcomes; maintain accurate documentation and project records.

Community Relations & Local Engagement

  • Support Project Development Managers as a secondary liaison with local stakeholders, including residents, civic groups, nonprofits, and local government officials.
  • Plan and coordinate outreach engagements such as listening sessions, open houses, and community events.
  • Adapt and deploy corporate community engagement programs in ways that align with local needs and market dynamics.

Internal Alignment & Communication

  • Equip internal stakeholders with messaging, insights, and materials needed for community interactions.
  • Partner with Marketing/Communication on the development of community-facing materials.
  • Maintain clear internal communication channels and escalate emerging risks that may influence project timelines or approvals.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Public Affairs, Communications, Urban Planning, Business, Sustainability, or related field required, Master’s degree preferred.
  • 5–8 years of experience in community relations, public affairs, stakeholder engagement, or related fields.
  • Experience developing strategy and implementing and delivering initiatives.
  • Demonstrated experience managing multi-stakeholder or cross-functional projects.
  • Experience with public speaking, coordinating and hosting open houses/public comment forums, and engaging with government officials.

PREFERRED QUALIFICATIONS

  • Experience supporting real estate development, infrastructure, energy, or construction projects
  • Prior experience engaging with community organizations or local government partners
