The CAPPS Recruit Technical Oversight Analyst will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This position performs highly advanced, senior-level consultative and technical assistance services in support of CAPPS components including HR/Payroll, Financials, STARR, and all ancillary systems. The selected candidate will serve as the primary technical resource for CAPPS Recruit, including leading the transition of more than 40 state agencies from Oracle Taleo to Oracle PeopleSoft Recruit (TAM/CG). The role operates under minimal supervision and requires the ability to plan and accomplish goals independently while adhering to CPA-defined processes, policies, and procedures.

Responsibilities

  • Provide primary technical support for CAPPS Recruit, including system configuration, testing, and collaboration with software publishers and the Managed Services vendor to ensure performance and continuous improvement.
  • Lead and manage the transition of more than 40 state agencies from Oracle Taleo Talent Acquisition Suite to Oracle PeopleSoft Recruit (TAM/CG), including planning, coordination, and technical execution.
  • Ensure CAPPS HR/Payroll requirements, procedures, development activities, and testing deliverables from the Managed Services vendor comply with CAPPS written procedures, coding standards, and the CAPPS System Development Lifecycle (SDLC).
  • Provide oversight for functional and technical design walks, including analysis of business processes, review of functional specifications and integration documentation, evaluation of upstream/downstream dependencies, and assessment of performance, security, scalability, and data quality impacts.
  • Review developed code for compliance with CPA-defined requirements and conduct validated code comparisons prior to migration to ensure adherence to all established standards.
  • Ensure all digital products and content meet WCAG 2.1 accessibility standards, regularly reviewing content for compliance and implementing updates or remediation as needed.
  • Support Agency Direct Data Access (ADDA) functions by collaborating with CAPPS analysts, Managed Services resources, and representatives from 100+ agencies, and by providing actionable recommendations that remain within CPA standards.
  • Perform Level 2 Service Desk duties, including complex ticket handling, in-depth troubleshooting, documented analysis, and basic configurations following established and auditable processes.
  • Maintain and respond to customer ticket requests via the CAPPS Service Desk, addressing issues related to interfaces, configurations, SAML connectivity, IP whitelisting, EFT server connectivity, agency transfer files, and batch failures.
  • Participate in Disaster Recovery and Upgrade Testing activities, support annual SOC-1 attestation audits, and perform all work in accordance with ITIL principles and CPA security, availability, processing integrity, confidentiality, and privacy standards.

Requirements

Minimum Qualifications

  • 10 years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency.
  • 10 years of experience performing technical activities in support of CPA application systems.
  • 10 years of experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross-functional communication.
  • 10 years of experience preparing materials for and conducting executive-level presentations.
  • 10 years of experience performing technical project management activities in support of CPA's CAPPS program.
  • 10 years of experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
  • 10 years of extensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.
  • 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.
  • 8 years of experience with IT service desk functions and knowledge of ITIL framework methodologies and processes.
  • 5 years of technical experience supporting a multi-tenant Oracle Taleo Recruit SaaS application for more than 40 state agencies.
  • 2 years of technical experience with at least 3 current reporting tools such as Tableau, Power BI, Oracle SQL Developer, or similar products.
  • 1 year of technical experience in planning and transitioning more than 40 state agencies from a multi-tenant Oracle Taleo Recruit SaaS application to Oracle PeopleSoft Recruit applications (TAM/CG) or similar products.

Preferred Qualifications

  • 10 years of experience with software and hardware management industry best practices.
  • 10 years of experience developing technical specifications to support IT procurements.
  • 5 years of technical experience supporting Oracle PeopleSoft Recruit applications (TAM/CG).

Additional Requirements

  • The selected candidate must complete a minimum of 10 hours of professional training annually in a relevant area of expertise, conducted on personal time and at the candidate's expense.
  • The candidate's primary remote working location must remain within the continental United States at all times, and the city and state of that location must be reported to the CPA Contract Manager on an annual basis.
  • The candidate may be required to work outside of normal business hours, including evenings, weekends, and holidays, as requested and pre-approved by CPA; any hours worked beyond 40 per week must be coordinated and pre-approved in advance.
  • The candidate must be adaptable and capable of learning and integrating new systems and platforms as introduced, including CGI Advantage.

Work Location and Schedule

Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711

Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays; after-hours, weekend, and holiday work may be required as requested and pre-approved.

Work Arrangement: Telework (remote).
