Job Summary

Oversees and directs the implementation, administration, and evaluation of the enterprise investigation program to ensure Advocate Health is conducting investigations within applicable federal and state laws, regulations, rules and 
applicable guidelines, as well as high standards of ethical conduct. Responsible for the Special Investigation Unit’s operations. Also responsible for coordinating the enterprise’s investigatory processes and education. Ensures 
consistent practices, procedures and work product for conducting investigations and quality control of investigations throughout the enterprise.

Major Responsibilities:

In conjunction with the VP of Compliance, develops, manages and is accountable for a Special Investigations Unit that triages high-risk events requiring investigation via real-time direct collaboration with investigating departments 

and directs, conducts, coordinates, and communicates regarding high-risk investigations across the enterprise. 
• Oversees the design, implementation, review and updating of enterprise-wide investigation standards, techniques, protocols (e.g., policies, templates, investigative tools and technologies) and training of investigative 
staff. In collaboration with other investigating departments, ensures consistency and adherence to enterprise investigation protocols and expectations. 
• Serves as a point of contact during high-risk events, ensuring rapid deployment and management of investigative resources, appropriate reporting, and escalation of high-risk investigations to senior leadership as appropriate.
• Reduces organizational risk by directing, conducting and/or collaborating on high risk investigation to mitigate identified risks.
• Serves as internal expert and advisor in investigations to ensure the organization and its employees are adhering 
to the highest standards of ethical conduct and legal and regulatory compliance. Communicates new developments that affect specific departments and/or the entire organization.
• Maintain up-to-date knowledge of laws, compliance requirements, industry standards, best practices, and current threats to ensure best practices in investigative procedures.
• Develop a cross domain investigative coordination structure; to include a consultative function to assist in identifying and classifying high risk events and early facilitation of the use of legal privilege by engaging the appropriate resources for early and specific legal advice
• Provide actionable guidance and advice related to criminal and civil investigations to key stakeholders and leadership including other investigating departments, enterprise and divisional leadership, and operations. 
• In collaboration with other investigating departments, provide consultation and analysis to leadership regarding federal, state laws and local laws and regulatory requirements as they relate to investigative concerns.
• Provide strategic oversight of complex, multifaceted investigations into allegations of serious misconduct affecting Advocate Health, its employees, programs, vendors, and resources
• Serve as the liaison to federal, state, and local law enforcement partners where needed and to various public/private partnerships whose mission it is to investigate healthcare related issues. 
• Serve as lead staff of the Advocate Health Investigations and Reporting Committee and report on the Special Investigation Unit, policies, training, best practice recommendations and other investigation matters, and along with the Investigation and Reporting Committee, identify lessons learned from investigation trends.

Demonstrate exceptional stewardship and maintain positive relationships with internal and external partners (e.g., federal, state, and local law enforcement, CMS, U.S. Attorney’s offices, and licensing entities).
• Responsible for understanding and adhering to the organization's Code of Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.

Licensure, Registration, and/or Certification Required:

  • Prefer certifications or credentials specific to one or more of the following: internal investigations, legal, compliance, advanced law enforcement, risk management, crisis management, corporate security, IT systems security, and/or human resources

Education Required:

  • Masters degree or equivalent experience Internal investigations, legal, compliance, advanced law enforcement, risk management, crisis management, corporate security, IT systems security, and/or human resources. 

Experience Required:

  • ​​Typically requires at least 10 years of documented investigative experience, including designing, coordinating, and conducting investigations in a health care compliance/regulatory role within a complex environment.

Knowledge, Skills & Abilities Required:

Demonstrated ability to lead diverse work teams in a complex matrix management structure.
• Advanced knowledge of federal and multiple state health care regulations and the ability to research and analyze regulations.
• Demonstrated ability to manage sensitive and/or complex interactions with leaders, internal and external legal counsel, regulatory agencies, and others.
• Knowledge of risk analysis and risk management principles.
• Excellent organizational and prioritization skills, including expertise in leading multiple large projects simultaneously.
• Skills in developing sound proposals and in implementing a comprehensive program.
• Excellent written and verbal communication skills, including the ability to effectively communicate with all levels of team members and leadership and to address difficult and controversial issues.
• Strong planning, problem-solving and change management skills.
• Demonstrated ability to function as a mentor, role model and teacher.
• Demonstrated ability to take initiative and work collaboratively with others.

Physical Requirements and Working Conditions:

  • Operates all equipment necessary to perform the job.
