Job Summary

The Manager of Application Development leads the team responsible for designing, building, and maintaining Camden’s custom applications and integrations. This role is both a people leader and a hands-on technical leader, accountable for delivery quality, team development, vendor coordination, stakeholder partnership, customer experience, and a strong customer service mindset that ensures responsive, reliable support for the business. The role also partners closely with security, infrastructure, and compliance teams to support resilient solutions, sound controls, and SOX-aligned processes.

Essential Functions

Leadership & People Management

  • Lead, coach, and develop a team of programmer analysts, senior developers, and database programmers; hold regular 1:1s, staff meetings, set annual goals, and conduct performance reviews.
  • Build a high-trust, accountable engineering culture focused on quality, delivery, continuous improvement, innovation, and professional development.
  • Foster a culture of continuous learning and curiosity, encouraging the team to stay current on emerging technologies, including AI, and to evaluate new solutions that can improve business outcomes, efficiency, and customer experience.
  • Partner with HR and the Director to recruit, onboard, and retain technical talent.
  • This role is expected to evolve over time as organizational needs and priorities change; therefore, the responsibilities outlined above are not all-inclusive.

Delivery & Execution

  • Own the intake, prioritization, and delivery of application development requests across Camden's business units.
  • Translate business requirements into clear technical scope, estimates, and project plans; manage capacity and balance roadmap commitments against operational support work.
  • Drive development practices appropriate to the team; remove blockers and escalate risks early.
  • Own the customer experience across the full application lifecycle, including intake, delivery, production support, issue resolution, and continuous improvement based on business feedback and operational needs.

Technical Oversight

  • Set and enforce standards for code quality, source control, code review, CI/CD, testing, and documentation.
  • Provide architectural guidance for application changes; ensure designs align with Camden's enterprise architecture, security, and data-governance standards.
  • Oversee production support, incident response, and root-cause analysis for owned applications. When necessary, after hours and weekends.
  • Partner with infrastructure, security, and compliance teams to ensure applications meet enterprise standards for availability, access, change control, data protection, and SOX-relevant controls and audit

Stakeholder & Vendor Management

  • Serve as the primary IT partner for application stakeholders, with a strong focus on customer service, responsiveness, and delivering a positive support experience.
  • Build strong relationships with business leaders and stakeholders to understand operational priorities, align application roadmaps, and identify opportunities for process improvement and innovation.  Including, but not limited to, Marketing, the Contact Center, Business Intelligence, and Operations. Manage relationships with third-party software vendors, system integrators, and contract developers.  Partner closely with Camden's external development teams to coordinate delivery schedules, maintenance windows, and ongoing support coverage for managed applications.
  • Communicate status, risks, and tradeoffs clearly to non-technical stakeholders and executive leadership. Review software and support contracts, licensing agreements, and renewals; own and maintain the department budget.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, or a related field; equivalent experience considered.
  • 10+ years of professional software development experience, with at least 3–5 years in a formal team-lead or people-management role.
  • Demonstrated experience delivering enterprise applications (web, API, database-backed line-of-business systems).
  • Strong working knowledge of C#/.NET, SQL Server, and modern web frameworks.
  • Experience with Agile delivery, source control (Git/Azure DevOps), and CI/CD pipelines.
  • Strong background in Microsoft Power Platform
  • Familiar with Azure platform and AWS
  • Familiar with modern data and analytics platforms
  • Excellent written and verbal communication skills; ability to translate between technical and business audiences.
  • Preferred experience in real estate, property management, or multifamily/REIT environments.
  • Preferred Familiarity with Yardi, RealPage, or comparable property management platforms.
  • Preferred Experience in integrating AI/ML capabilities into business applications.
  • Preferred Experience with Microsoft Fabric
